Smoker is the one who appears! He’s a Marine captain in Loguetown, where the crew is set to land based on the anime. He has a personal vendetta against pirates and would go to any length to ensure that they never leave Loguetown.
He is a user of the Moku Moku no Mi, also known as the Plume-Plume Fruit, which allows him to control smoke at will.
