PM Modi to address media ahead of winter session of Parliament starting tomorrow

On Monday, December 1, at 10:00 am, Prime Minister Narendra Modi will give a briefing to accredited media persons on the first day of the Sixth Session of the Eighteenth Lok Sabha. The briefing will be held at Parliament House’s Hans Dwar. In advance of the winter session of Parliament, the government called an all-party meeting today. On Sunday, the meeting started at 11 a.m. The Parliament’s Winter Session will start on December 1 and last through December 19.

According to the sources, the President has recommended the introduction of important bills, such as the Central Excise (Amendment) Bill, 2025; the Manipur Goods and Services Tax (Second Amendment) Bill, 2025; and the Health Security and National Security Cess Bill, 2025. The Parliament is expected to take up a plethora of legislative and financial matters. The President has suggested the introduction of the Health Security and National Security Cess Bill under clauses (1) of Article 117 and (1) of Article 274 of the Constitution, with consideration under clause (3) of Article 117, after learning about its subject matter.

Similarly, the Central Excise (Amendment) Bill, 2025 has also been approved under Articles 117 and 274, and the Manipur GST (Second Amendment) Bill, 2025 has been recommended for introduction and consideration under clauses (1) and (3) of Article 207. The Jan Vishwas (Amendment of Provisions) Bill, 2025; the Insolvency and Bankruptcy Code (Amendment) Bill, 2025; the Repealing and Amending Bill, 2025; the National Highways (Amendment) Bill, 2025; the Atomic Energy Bill, 2025; the Corporate Laws (Amendment) Bill, 2025; the Securities Markets Code Bill (SMC), 2025; the Insurance Laws (Amendment) Bill, 2025; the Arbitration and Conciliation (Amendment) Bill, 2025; and the Higher Education Commission of India Bill, 2025.

The first round of Supplementary Demands for Grants for 2025–2026 will be presented, discussed, and voted on by Parliament. Additionally, the relevant Appropriations Bill will be introduced, considered, and either passed or returned. Additionally, the floor leaders of the INDIA bloc have requested a meeting on Monday at Rajya Sabha Leader of Opposition Mallikarjun Kharge’s office in Parliament.
